fix(ci): run existing checks on dev pull requests

Summary

Existing Governance and WFL tests workflows exclude feature PRs targeting dev. Add dev to their PR filters under the approved LOG-16 governance rollout; all existing jobs must run.

Changes

Two trigger-list additions, matching testing-policy wording, and a WFL tooling regression that preserves dev PR coverage and main-only pushes. Push filters and all jobs, permissions, runtime provisioning and test commands are preserved.

Compatibility and risk

R1: CI event coverage only. No application, data, release/deploy or credential changes. Independent approval remains required and the shared identity cannot approve its own PR.

Validation

Baseline 96f4e91: both pull_request filters contain only main, reproducing absent dev runs. This is trigger-exclusion evidence, not a failing Actions run; no such run can exist under the old filters.

Local python scripts/check_repo_hygiene.py passes (180 candidate paths); git diff --check passes. Existing tooling/application suites and branch-required check names remain the regression gates. Current-head Actions evidence pending. No local WFL runtime is installed, so local runtime checks are unrun.

Windows red evidence: job 108604553538 failed the new LF-only assertion on a CRLF checkout. A follow-up normalizes CR before asserting unchanged event coverage. The same run also hit an existing 15-second subprocess timeout in the clean hygiene fixture after printing success; retained as an unresolved environment/runtime failure, not waived. Fresh current-head evidence is required.
