Adds the three Makefile targets that were declared in .PHONY but had no recipe:
test-coverage: runsgo test -coverprofileand generates an HTML coverage reportdev-setup: downloads modules and installs staticcheck + golangci-lint for new contributorslambda-package: cross-compiles a Linux binary and zips it for Lambda deploymentTested locally on WSL (Ubuntu) — all three targets run successfully:
make test-coverage→ generates bin/coverage.out and bin/coverage.htmlmake lambda-package→ generates bin/bootstrap and bin/aws-das-processor.zipmake dev-setup→ downloads deps and installs dev tools
