Bumps alpine from 3.21 to 3.24.

I investigated the failing Alpine job. PostgreSQL fails before startup because the selected upstream musl bundle requires libicui18n.so.74 and libicuuc.so.74, which this Alpine 3.24 image does not provide.

The runtime therefore remains pinned to Alpine 3.21 for now; the Go toolchain is updated independently. This PR stays open as an unresolved compatibility update. We need a PostgreSQL distribution built for the newer ICU ABI, or one that supplies compatible native libraries, before changing the runtime base. Symlinking incompatible ICU majors would not be a valid fix.

For users needing Alpine 3.24 today, a compatible distribution can be supplied through BinaryProvider/LocalProvider. Please confirm whether that is workable for your environment, or share a suitable upstream bundle that we can validate in this matrix. The platform guide records the requirement.
