Closes #2155

Verification

  • Historical initial wiring: structural RED then GREEN, 70/70 Node 24.14.0 checks, independently repeated. Candidate 41634f34fabb4ff5d3a09b7af57630e13d0d993d contained 228 additions/one deletion across four files; native high-risk four-lens review and exact acknowledgement completed under review-34b90a5861046d1b. That receipt covers only that historical candidate.
  • Current published candidate: 49a7a53cde8f0c1242deaca5ce5a7d58e965ac1e, merging reviewed Windows head 089734522b30487c68edd9dd6535501fa3866d0a with main 2ceda3cc35ac76e50cca64db20b74aaeba8107e7 (including separately merged fix(plugin): resolve Windows curl without a fixed Git layout #2162). Authored delta against that main remains 287 additions/one deletion, four files. Existing upstream jobs and contributor guidance remain exact outside the Windows additions; the Windows job/test remain exact to 089 and the router changes only provenance/digest.
  • node --test .github/scripts/windows-suite.test.mjs .github/scripts/ci-technical-contracts.test.mjs .github/scripts/issue-refresh-router-workflow.test.mjs .github/scripts/issue-ci-timeouts.test.mjs .github/scripts/ci-unit-node.test.mjs: 102 PASS / 0 FAIL / 0 SKIP under Node 24.14.0. A fresh independent immutable-copy run and parent spot-check observed the same result, including four actual Windows PowerShell Git-entrypoint cases. Snapshot integrity and clean live HEAD/index were checked. Earlier verifier transport failures executed zero tests; they are not substituted for the successful independent run.
  • git diff --check: passed. Exact current target sha256:2497753015252d5343ffaafbd39f6c92b8fa041cde4583023d40a72442d7b83b subsequently received native approval across risk, resilience, readability and reliability, and its exact acknowledgement consumed authority (review-e4c75d226f22f249). No source correction followed review. This outside view does not replace hosted functional checks or authorize merge.
  • Hosted CI 40564428412 completed for head 49a7a53c. The six named required contexts succeeded. All other executed jobs succeeded except Windows Full Suite (Observational); Performance Ratchet was skipped. This is a recorded snapshot, not a waiver of later checks.
  • Windows actually checked out 320bb4347ffb441e50d2fdfd21791c7a7d035fa1 with Go 1.26.10 windows/amd64 and Node 24.22.1. Prerequisites/contracts/locked Pi installation passed; go test -json ./... exited 1 after 1382.9536786 seconds. JSON records 8,485 test/subtest PASS events, six FAIL events, 127 test skips, 33 package passes, one package failure (plugin) and four no-test packages. The original lifecycle consumer and the Windows curl selection/native HTTP regressions passed.
  • Remaining observations are SessionEnd timing/unexpected-request failures, URL-intent cases rejecting Bash /tmp warnings on stderr, and the plugin 10-minute package deadline. The dispatcher case had only about 10 seconds active when that package deadline fired, after external and cold-start EOF had completed; this is not the earlier local 12-second EOF=false result, a proven common cause, or a green full Windows suite. Detailed evidence and coverage boundaries on #1891.
  • No full Go suite, installation, CI dispatch/rerun or performance experiment ran locally. No timeout or assertion was relaxed to obtain these results. Parent feat(ci): establish full Windows Go suite coverage with a staged required-check rollout #1891 remains open for classification, finite PR/merge-group/main observation and an explicit stable-baseline disposition; no Ready/queue/merge action is authorized by this evidence update.

Risk (if applicable)

Risk: item 5 — CI environment. Approved scope/non-goals and independent evidence: #2155

Pinned existing actions, Go 1.26.10/Node 24, locked Pi schema dependency and supported mandatory selector. Full-module selection, failures and existing six required contexts/App15368/queue remain intact. The new 30-minute outer ceiling is initial observational policy, not an inherited selective-job budget or measured SLO. Cancellation/timeout may leave partial evidence.

No production aliases, fixture corrections, diagnostic carryover, PostgreSQL services, installed-host/distributed artifacts or adapter placement (#2150). Shared CI/docs/hash integration with #2121 must be serialized; changed bytes require fresh verification/review. Native Windows checked-out SHA, actual toolchain, exit/timing and package/skip review remain required before stable-baseline claims for #1891.

Summary by CodeRabbit

  • Tests
    • Added automated checks that validate the Windows CI workflow’s configuration and reject changes that violate its requirements.
    • Updated the workflow baseline check to reflect the current CI configuration.
  • Chores
    • Added a Windows CI job that runs the full Go test suite with pinned tools and isolated test data, retaining diagnostic logs and failure artifacts.
  • Documentation
    • Documented the Windows job’s triggers, prerequisites, retained evidence, and coverage limitations, including that hosted execution evidence and a final baseline decision are still pending.

Walkthrough

The CI workflow adds an observational Windows x64 job that checks prerequisites, runs the default-tag Go suite, and captures diagnostic evidence. Contract tests check the job configuration, and contributor documentation describes its scope and limitations.

Changes: Observational Windows suite

Layer / File(s) Summary
Windows job prerequisites
.github/workflows/ci.yml
The workflow adds a Windows job that verifies its runner and tools, isolates job data directories, preserves Go caches, and installs the Pi schema dependency.
Full-suite execution and evidence
.github/workflows/ci.yml, CONTRIBUTING.md
The job runs go test -json ./..., records output, stderr, exit status, and elapsed time, and uploads evidence on failure. The documentation describes the job’s prerequisites, evidence, and limits.
Workflow contract checks
.github/scripts/windows-suite.test.mjs, .github/scripts/issue-refresh-router-workflow.test.mjs, .github/workflows/ci.yml
The policy-helper job runs contract tests for the Windows workflow. Mutation tests check that selected configuration changes cause the contract check to fail. The issue-refresh test updates its expected CI workflow hash.

Explanation

Issue #2155 is directly linked and remains open. The workflow adds the independent native Windows x64 windows-suite job on pull request, merge-group, and main push events. It runs default-tag go test -json ./... with fail-closed prerequisite checks, isolated job paths, preserved Go caches, JSON/stderr retention, exit-code and elapsed-time reporting, repository Go 1.26.10, Node 24, and pinned actions. The contract test covers triggers, prerequisites, isolation, evidence, and failure-masking mutations. Contributor guidance documents mandatory prerequisites, optional or foreign-OS skips, and the missing hosted proof for #1891. The supplied verification reports 70/70 focused tests passed. Hosted execution and stable-baseline disposition remain correctly outside #2155.

Full details: Out of Scope Changes check

Explanation

The supplied change summary identifies four changed files. The workflow changes implement the requested observational job and add owning-contract discovery. The Windows contract test, CI hash update, and contributor guidance support the #2155 requirements and regression boundary. No production alias, fixture, diagnostic, PostgreSQL, installed-host, distributed-artifact, or Pi/OpenCode adapter changes are shown. The PR does not claim to complete #1891 or replace draft PR #2023.

Assert trusted-tool checks before go test.

The contract checks these operations by presence, but it does not check their position relative to go test. Add an ordering assertion and a mutation that moves jq validation and trusted Bash/jq exports after the suite. This is a test-coverage improvement, not an established production failure.
